2015年國家衛(wèi)生局市公安局江南分局在婺城區(qū)蘇孟鄉(xiāng)查獲了一起非法處置廢舊鉛酸蓄電池案。安徽人黃某在蘇孟鄉(xiāng)租了一家小廠房，專門回收各種汽車、電動車的廢舊電瓶，用電鉆將廢舊電瓶打開，倒出里面的酸液，收集鉛和塑料外殼出售。

廢舊蓄電池案。安徽人黃某在蘇孟鄉(xiāng)租了一家小廠房，專門回收各種汽車、電動車的廢舊電瓶，用電鉆將廢舊電瓶打開，倒出里面的酸液，收集鉛和塑料外殼出售。那些沒有利用價值的酸液，就被隨意傾倒進蘇孟鄉(xiāng)公路旁。處置后的廢舊鉛酸蓄電池被黃某賣到鉛冶煉企業(yè)。而鉛冶煉企業(yè)在明知回收經營者非法處置的情況下，為降低風險及成本，拋棄自身應承擔處置危險廢物的義務，委托或變相委托回收經營者非法處置廢舊鉛酸蓄電池。
隨著對黃某一案深入調查，江南分局順藤摸瓜，查出了金華市區(qū)、東陽4家同樣從事非法廢舊鉛酸蓄電池處置的收購點。
    這些收購點經營者在不具備相關設備及未獲得環(huán)保部門許可的情況下，擅自處置廢舊鉛酸蓄電池，隨意傾倒蓄電池內酸液，造成嚴重環(huán)境污染。
    市公安局江南分局共查處涉嫌污染環(huán)境罪的廢舊蓄電池回收經營者、鉛冶煉企業(yè)的直接責任人等犯罪嫌疑人30多人。安徽人黃某以污染環(huán)境罪被判有期徒刑10個月，并處罰金。其余犯罪嫌疑人也陸續(xù)被婺城區(qū)人民法院以污染環(huán)境罪依法判處不同的刑罰。
